WhatsApp automation for businesses in the UAE, including Dubai

Slide, by Synquic, lets a business in the UAE answer, qualify and route WhatsApp enquiries with menu bots and an AI agent, then hand each qualified conversation to the right person in a shared inbox. Messages to +971 numbers, Dubai included, are priced on Meta's UAE rate line and paid from a prepaid Slide wallet billed in US dollars. Templates can be written in Arabic and English; WhatsApp calling to UAE consumers is not something Slide can promise.

Who it is for

The buyer and the problem

Sales, leasing and customer teams at UAE businesses, on the mainland or in a free zone, whose enquiries arrive on WhatsApp from ads, listings and their website, and who answer them in Arabic, English or both.

Most enquiries need the same few questions asked before anyone can help: what, where, when and for how much. Asked by hand, a serious buyer waits behind a casual one, the answers sit in one person's phone, and nobody can see which enquiries were followed up. Two UAE specifics complicate the fix: which data protection law covers you depends on where you are licensed, and WhatsApp calling cannot be assumed.

What Slide does

Supported capabilities, mapped to the product

  • Click-to-WhatsApp ads with the source attached

An enquiry that starts from a Click-to-WhatsApp ad is captured with the ad it came from, and Meta does not charge for that conversation for 72 hours when you reply within 24. QR codes on signage and links on listing pages can start the same flow.

  • Qualifying questions with validated answers

Button and list questions collect budget, area, timeline and the kind of property or service, check what is typed, and write each answer to a field on the contact so the team can filter on it later.

  • Routing to an owner

Branches assign an owner from the answers, for example by area or by budget band, and the conversation lands in a shared inbox with assignment and notes.

  • Arabic and English templates

Arabic and two English variants are in Slide's template editor, and Meta accepts templates in both. Submit an Arabic and an English version of the follow-ups you send most.

  • An AI agent that follows your instructions

An AI agent can answer from a knowledge base you write, such as project brochures, service areas and fee schedules. It replies in Arabic only if its instructions say so, and AI steps depend on your plan.

  • Delivery and cost reports

WhatsApp reports show sent, delivered, read and failed messages and what they cost, and every automation run keeps a step-by-step log for finding where enquiries stall.

Example workflow, illustrative

A property enquiry, qualified and routed to the right agent

A brokerage with listings in several emirates runs Click-to-WhatsApp ads. This example follows one enquiry. Its shape matches the published Realty Nexa setup, which is cited for the workflow pattern only, not as a UAE customer.

  1. Trigger

The enquiry arrives from an ad

Someone taps a Click-to-WhatsApp ad for two-bedroom apartments and sends the prefilled message. Slide records which ad it came from, and because the chat began from an ad and the brokerage answers within 24 hours, Meta does not charge for it for 72 hours.

  2. Customer interaction

    The enquirer picks a language

The first reply offers two buttons, Arabic and English. The choice is saved on the contact and sends the enquirer down an Arabic or an English branch, each with questions written in that language.

  3. Qualification

    Four questions, answered with buttons

Buy or rent; which area; a budget band in AED; when they want to move. Each answer is checked and written to a field on the contact, and the enquiry is tagged with the area.

  4. Action

An owner is assigned by area

A router gives Dubai Marina enquiries to one agent and Abu Dhabi enquiries to another, assigns the conversation to that agent and moves the contact to the qualified lifecycle stage.

  5. Human handoff

The agent takes it from there

A handoff step leaves the conversation in the shared inbox with all four answers on the contact and emails the team, and the assigned agent replies in the same thread with matching listings. The flow ends at the handoff so the bot does not keep asking questions.

  6. Exception

The enquirer asks for a call

If the enquirer asks to be called on WhatsApp, the flow does not offer one: TDRA restricts unlicensed VoIP calling, and whether WhatsApp business calls reach UAE consumers is unverified. The agent asks for a convenient time and rings from an ordinary phone line instead.

  7. Recorded outcome

    The lead is on record

The contact holds the language, the four answers, the area tag, the owner and the source ad, so the team can filter enquiries by the ad that brought them. The automation run is logged step by step.

Setup

What you need, and the launch sequence

Requirements

Launch sequence

  1. Start Meta business verification, then connect the number through Meta's signup window in Slide (WhatsApp setup guide).

  2. Agree the qualifying questions with the sales team, and the routing rule for each answer: who owns which area, budget band or service.

  3. Build the flow in the automation builder with the language choice first, and end every branch with an owner and a handoff.

  4. Add opt-out keywords in Arabic and English. Slide blocks a contact who opts out, but the keyword list is empty until you fill it.

  5. Submit Arabic and English templates for follow-ups after the window, top up the wallet, and test every branch from a teammate's phone.

  6. Point the Click-to-WhatsApp ads, QR codes and website chat button at the number, and read the first week's runs in the automation log.

Local considerations

What is specific to the UAE and Dubai

This is a summary of public rules for orientation, not legal advice. Slide does not certify that any business's messaging complies with local law; check your own obligations with a qualified adviser.

Evidence

What these claims rest on

  • The United Arab Emirates is its own WhatsApp pricing market, and AED is a Meta billing currency

Messages to +971 numbers are priced on the UAE line, which covers Dubai and every other emirate.

  • The UAE Personal Data Protection Law (Federal Decree-Law 45 of 2021) requires consent for processing, with exceptions

In force since 2 January 2022 and overseen by the UAE Data Office. It sets conditions for transferring data abroad. Free zones with their own data law, such as DIFC and ADGM, are covered by those laws.

  • DIFC has its own Data Protection Law (DIFC Law No. 5 of 2020), supervised by its Commissioner of Data Protection

DIFC entities notify the Commissioner when they process personal data, and people have a right to object to direct marketing at any time.

  • UAE rules restrict VoIP calling to licensed or approved services

TDRA says using third-party VoIP to make calls is illegal unless the provider is licensed or approved. Meta does not list the UAE as unavailable for business calling, so whether WhatsApp business calls connect to UAE consumers is unverified.

  • WhatsApp leads can come from Click-to-WhatsApp ads, QR codes and links, website chat, WhatsApp forms and Meta or Google lead forms

Ad referrals are captured with their source, QR codes and links start a flow, native WhatsApp forms collect fields, and lead-form submissions trigger automations.

Pricing

How the cost is made up

Slide charges for the plan; Meta charges for the messages. A workspace created with a UAE number is billed in US dollars, and Slide has no dirham billing. Plans and current prices are on the pricing page, paid plans start with a 14-day trial, and AI steps depend on the plan. Confirm the payment method with the Slide team before you subscribe.

Meta sets message charges on the UAE line, per message and by category: marketing, utility or authentication. Since 1 October 2026 service replies inside the 24-hour window are charged too, at the same rate as utility messages for the market, once a business number passes 1,000 in a month. A conversation that starts from a Click-to-WhatsApp ad stays free for 72 hours when you reply within 24, which matters for an enquiry line fed by ads. In Slide these charges come out of the prepaid wallet, which shows your exact per-message price.

If a business based outside the UAE sends one-time passcodes to UAE numbers at high volume, Meta applies a higher authentication-international rate. Its threshold is 750,000 authentication messages outside the service window in a rolling 30 days.

Fit and limits

When this fits, and what it does not do

A good fit when

  • Enquiries that need the same qualifying questions before a person can help.
  • Lead flow from Click-to-WhatsApp ads, where the 72-hour free entry applies.
  • A team answering in Arabic and English from one shared inbox.

Needs a person when

  • Negotiation, viewings and anything that commits you to a price.
  • Complaints and disputes.
  • An enquirer who asks for a person or writes something the flow cannot classify.

Not established by this page

  • Whether WhatsApp business calls connect to UAE consumers.
  • Where customer data is hosted. Ask the Slide team before you sign.
  • Any lift in conversion or response time: Slide publishes no measured outcomes for this workflow.
Questions

Direct answers

How do businesses in the UAE use Slide for WhatsApp automation?

One way to start is an enquiry line: a Click-to-WhatsApp ad, a website chat button or a QR code starts a flow that asks the qualifying questions, writes the answers to the contact and routes the conversation to an owner in a shared inbox. Support teams use the same building blocks for routine questions, and the UAE customer service workflow covers that case. Templates in Arabic and English handle follow-ups once the 24-hour window has closed.

Is WhatsApp automation in Dubai any different from the rest of the UAE?

For pricing and for the product, no: Dubai numbers are +971 numbers on Meta's UAE rate line, and Slide works the same in every emirate. The difference is legal. Federal law, including the PDPL, applies in Dubai, but a business registered in the DIFC falls under the DIFC Data Protection Law instead, which requires notifying the Commissioner of Data Protection and gives people a right to object to direct marketing at any time. ADGM also has its own data law.

Can we pay for Slide and our WhatsApp messages in dirhams?

No. A Slide workspace created with a number outside India is billed in US dollars, and there is no AED billing. Meta does publish a WhatsApp rate card in dirhams, but in Slide the per-message charges are drawn from your prepaid wallet in the workspace currency. Confirm the payment method with the Slide team before you subscribe.

Do the TDRA marketing rules apply to our WhatsApp messages?

TDRA's published rules for marketing messages (prior explicit consent, kept consent records, sending between 07:00 and 21:00, an unsubscribe and "AD" sender IDs) are written for SMS, and its FAQ does not say whether they reach WhatsApp. WhatsApp has its own rule: you need opt-in naming your business before you message someone first, and opt-outs must be honoured on or off WhatsApp. Ask your adviser whether to apply the TDRA hours to WhatsApp campaigns as well; campaigns in Slide can be scheduled, so it is easy to do.

Can we call customers in the UAE over WhatsApp?

Do not plan on it. TDRA says calls through third-party VoIP are illegal unless the provider is licensed or approved. Meta does not list the UAE among countries where business calling is unavailable, but whether WhatsApp business calls connect to UAE consumers is unverified. Build your flows around chat, and use an ordinary phone call when a conversation needs a voice.

Can the bot and the AI agent work in Arabic?

Yes, with two conditions. Bot questions and templates are text you write, so they can be in Arabic: Arabic is in Slide's template editor and Meta accepts Arabic templates. The AI agent replies in Arabic only if its instructions tell it to, for example "answer in the language the customer writes in". The Slide dashboard your team works in is in English only.

We send one-time passcodes to UAE numbers from outside the UAE. Does the price change?

It can. Meta applies a higher authentication-international rate in some markets, the UAE among them, when the business sending authentication templates is based outside the country and sends at high volume: 750,000 outside the service window in a rolling 30 days. Senders below that threshold pay the UAE authentication rate. The exact price for your account is shown in the Slide wallet.

What should we compare when choosing a WhatsApp platform in the UAE?

Ask every vendor the same questions: which integrations are built today, how handoff works and whether the bot pauses after it, which template languages the editor offers, how Meta charges are passed on and in what currency, where data is hosted (the PDPL sets conditions for transfers abroad), and which certifications are complete rather than in progress. For Slide, SOC 2 Type II and ISO/IEC 27001 are in progress, billing is in US dollars, and Arabic and English templates are supported.

Key facts

Key facts: WhatsApp automation in the UAE

Slide is a reasonable fit for a UAE business whose WhatsApp enquiries need the same qualifying questions every time and a clear owner afterwards: ad lead capture, validated questions, routing, Arabic and English templates and a shared inbox are built, and Dubai numbers are priced like the rest of the UAE. It is a weaker fit if you need WhatsApp calling, billing in dirhams, an Arabic-language dashboard, or a ticketing system with priorities and SLAs.
