WhatsApp automation for businesses messaging customers across MENA
Slide, by Synquic, runs WhatsApp for a business with customers in several Middle East and North Africa countries from one workspace: one shared inbox, one contact record per customer, and flows that route each conversation by country. Meta prices every message by the recipient's country, so a regional campaign mixes several rates, and numbers in Iran and Syria cannot be reached at all. Each country's own data protection law applies; this site covers the UAE, Saudi Arabia and Qatar in detail.

The buyer and the problem
Regional brands, distributors and service businesses that serve customers in more than one MENA country with one team, and marketing teams running Click-to-WhatsApp ads in several countries at once.
A regional setup multiplies the questions. A customer in one country may need different delivery, returns or opening-hours answers from a customer in another, each country has its own WhatsApp price and its own data law, and a campaign to a mixed list costs a different amount per message depending on where each recipient is. Without routing by country the wrong team picks up the chat, and without segmenting by country nobody can predict the bill.
Supported capabilities, mapped to the product
Routing by country
A list question asks which country the customer is in and writes it to the contact, and a router sends each country down its own branch, with its own answers and its own owner.
Country segments for campaigns
Campaigns go to tags or segments, so a regional announcement can go out as one campaign per country, each priced on a single rate line. Unsubscribed and blocked contacts are skipped in every send.
Click-to-WhatsApp ads in several countries
Ad referrals are captured with their source, so you can see which country's ad brought each customer, and conversations started from an ad are free for 72 hours when you reply within 24.
Arabic, English, French and Turkish templates
All four are in Slide's template editor, and Meta approves each template before it can be sent. Write each template in the language of the country segment it goes to.
One inbox, with an owner per country
Every conversation lands in one shared inbox with assignment and notes, and the country branch assigns an owner, so each chat reaches the team that serves that country.
An AI agent that knows the country differences
An AI agent answers from the knowledge base and instructions you give it, so delivery times, returns and hours can be written out per country. It answers in Arabic or French only when its instructions say so, and AI steps depend on your plan.

A regional brand routing every question by country
A consumer brand sells online in several Gulf and North African countries and answers all of them from one WhatsApp number. This example follows one customer.
- Trigger
A customer writes from an ad
A customer taps a Click-to-WhatsApp ad that ran in one country and asks whether an item is in stock. Slide records the ad as the source of the conversation.
- Qualification
The bot asks where they are
A list question offers the countries the brand serves plus "Somewhere else". The answer is written to a country field on the contact, and the contact is tagged with that country.
- Action
The country branch answers
A router sends the customer down that country's branch, where the menu and the AI agent use that country's delivery times and returns policy. The agent's instructions tell it to answer in the language the customer wrote in.
- Exception
A country the brand does not serve
If the customer picks "Somewhere else", the branch says the brand does not deliver there yet and ends, rather than routing them to a team that cannot help. Numbers in Iran and Syria never reach the flow at all, because the WhatsApp Business Platform is not available there.
- Human handoff
The right country team takes over
When the customer asks something the branch cannot answer, an assign step gives the conversation to that country's team in the shared inbox and a handoff step emails them, with the country and the question already on the contact.
- Recorded outcome
A country on every contact
The country tag stays on the contact, so the next campaign goes out as one send per country, each on its own rate line. Every run is logged step by step for checking where conversations stall.

What you need, and the launch sequence
Requirements
- Meta verification and a number
Business verification for the portfolio that holds the number (several business days) and a number not registered on the WhatsApp apps. The recipient's country sets a message's price, with one exception: a business based outside the UAE or Saudi Arabia that sends authentication templates there at high volume pays Meta's higher authentication-international rate.

Messages after the 24-hour window need Meta-approved templates. Plan Arabic and English versions at least, and French or Turkish if your countries need them.
Source:WhatsApp Business setup guide - Opt-in everywhere, then each country's law
WhatsApp requires opt-in naming your business before you message anyone first, in every country. Then check the data protection law of each country you message: this site summarises the UAE, Saudi Arabia and Qatar, and for other countries you need local advice.

Launch sequence
Start Meta business verification and connect the number through Slide (WhatsApp setup guide).
List the countries you serve and, for each, the answers that differ: delivery, returns, hours and the team that owns it.
Build a country question at the start of the flow and a branch per country in the automation builder, each ending in an answer or a handoff.
Add opt-out keywords in every language you use; the list starts empty.
Submit templates in Arabic, English and any other language your countries need, such as French or Turkish.
Plan campaigns as one send per country segment (campaigns guide) and check each country's rate in the wallet first.
What is specific to running WhatsApp across MENA
MENA has no single official list
Definitions vary. The World Bank's Middle East and North Africa region, for example, groups 23 economies from the Gulf states and the Levant to North Africa, and also takes in Afghanistan and Pakistan. Nigeria, Kenya and South Africa are Sub-Saharan Africa, not MENA. This site has WhatsApp pages for the UAE, Saudi Arabia and Qatar, which are three countries, not the whole region; see the MENA overview for the other channels.
Source:World Bank: Country and lending groups (opens in a new tab)A different WhatsApp price per country
Meta prices each message by the recipient's country. In the region, Egypt, Israel, Qatar, Saudi Arabia, Turkey and the UAE have lines of their own; other Middle East countries share a Rest of Middle East line, and Iraq, Kuwait, Oman and Morocco became separate markets on 1 October 2026. Check Meta's list for the line each of your countries sits on.
Source:Meta: WhatsApp pricing (opens in a new tab)Meta: WhatsApp pricing (opens in a new tab)Iran and Syria cannot be reached
Iran and Syria are on Meta's restricted list: businesses and users there cannot use or receive messages from the WhatsApp Business Platform. Keep those numbers out of campaign segments, and do not build a branch for them.
Source:Meta: WhatsApp Business Platform support (opens in a new tab)Meta: WhatsApp Business Platform support (opens in a new tab)Each country's data law applies
There is no regional data protection law. The UAE has its federal PDPL plus free-zone laws, Saudi Arabia's PDPL has been fully enforceable since 14 September 2024, and Qatar's PDPPL Article 22 requires prior consent and an unsubscribe route in every electronic marketing message. Other countries' laws are not summarised on this site, and WhatsApp's opt-in rule applies everywhere.

Meta keeps a list of countries whose business numbers cannot place WhatsApp calls, and calling needs a messaging limit of at least 2,000. In the UAE, TDRA restricts VoIP calling to licensed or approved services and whether WhatsApp business calls reach consumers is unverified; calling has not been verified for Saudi Arabia or Qatar either. Plan regional flows on messages.

This is a summary of public rules for orientation, not legal advice. Slide does not certify that any business's messaging complies with local law; check your own obligations with a qualified adviser.
What these claims rest on
- There is no single official MENA list; the World Bank groups 23 economies in its Middle East and North Africa region
The World Bank region includes the Gulf states, the Levant and North Africa (and Afghanistan and Pakistan). Nigeria, Kenya and South Africa are classed as Sub-Saharan Africa.
- In MENA, Meta prices Egypt, Israel, Qatar, Saudi Arabia, Turkey and the UAE as separate markets
Other Middle East countries share a "Rest of Middle East" line, and several (Iraq, Kuwait, Oman, Morocco) became separate markets on 1 October 2026. A regional campaign therefore has a mixed cost per message.
- Businesses and users in Iran and Syria cannot use or receive messages from the WhatsApp Business Platform
Iran and Syria are on Meta's restricted list, so contacts with those numbers cannot be reached through the platform.
- WhatsApp templates can be submitted in Arabic and English
Meta's supported template languages include Arabic (ar) and English (en).
How the cost is made up
The Slide plan is billed in US dollars for a workspace created with a number outside India, or in rupees for an Indian number; there is no billing in any MENA currency. Plans and prices are on the pricing page, paid plans start with a 14-day trial, and AI steps depend on the plan. Confirm the payment method with the Slide team before you subscribe.
WhatsApp usage is charged per message by Meta, at the rate for the recipient's country and the message category, and drawn from your Slide wallet. Across the region that means several rates at once: a UAE number, a Saudi number and a number on the Rest of Middle East line each cost a different amount for the same template. Meta publishes rate cards in AED and SAR among other currencies, but your Slide wallet runs in the workspace currency.
Since 1 October 2026 service replies inside the 24-hour window are charged after the first 1,000 each month per business number, and conversations from a Click-to-WhatsApp ad are free for 72 hours when you reply within 24 hours. Check each country's rate in the wallet before a send; a destination with no rate is refused rather than sent.
When this fits, and what it does not do
A good fit when
- One team serving customers in several MENA countries.
- Answers that differ by country but follow the same structure.
- Regional campaigns that can be split into one send per country.
Needs a person when
- Country-specific legal questions, which need local advice.
- Complaints, refunds and anything a country branch cannot answer.
- Customers who ask for a person.
Not established by this page
- WhatsApp calling in most MENA countries.
- Data protection specifics for countries other than the UAE, Saudi Arabia and Qatar.
- Where customer data is hosted. Ask the Slide team before you sign.
Direct answers
Can one Slide workspace handle WhatsApp customers in several MENA countries?
Yes. Every conversation lands in one shared inbox and every customer has one contact record, matched on phone number first. A country question at the start of a flow lets a router send each customer to that country's answers and team. Pricing still follows each recipient's country, so plan campaigns per country too.
Source:Getting started guideContacts guideAutomation builder guideMeta: WhatsApp pricing (opens in a new tab)How is WhatsApp priced across the Middle East and North Africa?
Per delivered message, by category, at the rate for the recipient's country. Egypt, Israel, Qatar, Saudi Arabia, Turkey and the UAE are separate markets; other Middle East countries share a Rest of Middle East line, and Iraq, Kuwait, Oman and Morocco became separate markets on 1 October 2026. A regional campaign therefore has a mixed cost per message. Your exact rates are shown in the Slide wallet.
Source:Meta: WhatsApp pricing (opens in a new tab)Meta: WhatsApp pricing (opens in a new tab)Which countries in the region can we not reach on WhatsApp?
Iran and Syria. Both are on Meta's restricted list, so businesses and users there can neither use nor receive messages from the WhatsApp Business Platform. Outside the region the list covers Cuba, North Korea and three regions of Ukraine. Keep restricted numbers out of your segments.
Source:Meta: WhatsApp Business Platform support (opens in a new tab)Meta: WhatsApp Business Platform support (opens in a new tab)Do we need templates in Arabic, and can the AI agent reply in Arabic?
To message Arabic-speaking customers after the 24-hour window, you need approved Arabic templates; Arabic is in Slide's template editor, French and Turkish are in the editor too, and Meta approves each template before it can be sent. Inside the window your team can reply in any language. The AI agent replies in Arabic only when its instructions say so, and the dashboard is in English.
Source:Meta: Template supported languages (opens in a new tab)Meta: Send messages (opens in a new tab)Automation builder guideWhich data protection law applies when we message several countries?
Each country's own law can apply; there is no single MENA law. For the UAE that is the federal PDPL or a free-zone law such as DIFC's, for Saudi Arabia the PDPL, and for Qatar the PDPPL with its Article 22 marketing rules. This site does not summarise other countries' laws, so take local advice. The UAE and Saudi laws both address transfers abroad, so ask the Slide team where your data is hosted.

Do not plan a regional flow around it. Meta keeps a list of countries whose business numbers cannot place calls, and calling needs a messaging limit of at least 2,000. In the UAE, TDRA restricts VoIP calling to licensed or approved services and whether WhatsApp business calls reach consumers is unverified; this site has not verified calling for Saudi Arabia or Qatar either. Customers can still call the business where Meta allows it.
Source:Meta: WhatsApp Business Calling (opens in a new tab)TDRA: FAQs (opens in a new tab)Does this site have a WhatsApp page for every MENA country?
No. There are detailed WhatsApp pages for the UAE, Saudi Arabia and Qatar, and a MENA location overview. Those three are not the whole region: MENA has no single official list, and the World Bank's grouping alone has 23 economies. Nigeria, Kenya and South Africa are Sub-Saharan Africa and are covered separately.
Source:World Bank: Country and lending groups (opens in a new tab)Should we send one regional campaign or one per country?
One per country is easier to control. Each country's numbers are priced on their own line, so a per-country campaign lets you estimate its cost from one rate, write the template in that country's language, and pause one country without stopping the rest. Campaigns in Slide go to tags or segments, so a country tag set by your flows is all it takes.

Slide is a reasonable fit for a business serving several MENA countries from one WhatsApp setup that needs routing by country, one contact record per customer, Arabic and English templates, and campaigns it can split by country to keep mixed per-message costs predictable. It is a weaker fit if you need billing in a local currency, WhatsApp calling across the region, an Arabic-language dashboard, or a platform that tells you which country's law applies, which is a question for your advisers.
