Messaging automation for businesses in Qatar
Slide, by Synquic, lets a business in Qatar automate WhatsApp, Instagram and email from one workspace and one contact record. Since 1 July 2026 Meta has priced messages to Qatari numbers on a line of their own, with no rate card in riyals, and Slide bills the workspace in US dollars. Qatar's data law requires prior consent for electronic direct marketing, and each marketing message must name the sender, say it is marketing and give a way to unsubscribe, which decides how promotions are built on every channel.
Facts on this page were last reviewed on 11 October 2026. See the key facts and sources.
The buyer and the problem
Businesses in Qatar, or selling to customers there, that use WhatsApp, Instagram or email for sales, support and promotions and want those conversations automated and in one inbox.
Qatar's rule on electronic marketing is written down and spans channels, so a message that is routine as an order update can need consent, a sender name, a marketing label and an unsubscribe address once it promotes something. Pricing also moved recently: +974 numbers left Meta's Rest of Middle East group on 1 July 2026, so cost estimates made before then no longer hold.
What Article 22 asks of a marketing message
Article 22 of the Personal Data Privacy Protection Law (Law No. 13 of 2016) says electronic direct marketing needs the person's prior consent, and that each message shows who sent it, says that it is marketing, and gives a valid address for unsubscribing. The NCSA's guideline for regulated entities requires opt-in and names email, text messaging and social media.
Slide supports the mechanics but does not decide whether a message is marketing or whether consent was given; that judgement and the consent evidence stay with you. Record where and when each contact agreed in a contact field or tag, so a segment of consenting contacts can be built before any promotion goes out.
WhatsApp in Qatar
Meta has priced messages to +974 numbers on a standalone Qatar line since 1 July 2026; before that they were in Rest of Middle East. Meta publishes no QAR rate card, and Slide bills the plan in US dollars with per-message charges taken from the wallet.
To meet the Article 22 mechanics in a WhatsApp marketing template, name your business in the template and in the WhatsApp display name, make clear the message is promotional, and add a line telling the person how to stop. Then add those stop words, in Arabic and English, to Slide's opt-out keyword list, which starts empty. A contact who sends one is blocked and skipped on every channel, and campaigns skip blocked and unsubscribed contacts. Whether a reply keyword counts as a "valid address" for unsubscribing is a question for your adviser; also giving an email address for unsubscribing is the more cautious route.
Meta's template category is not a legal classification: whether a message is direct marketing under Article 22 depends on what it says, so keep promotions out of order and booking updates. Slide includes WhatsApp business calling, but its behaviour for Qatari consumers has not been verified, so it is not offered on this page. Market detail is on WhatsApp automation in Qatar.
Instagram in Qatar
The NCSA guideline names social media among the channels for electronic direct marketing, so treat a promotional Instagram DM to someone in Qatar as within Article 22. Slide only replies to people who wrote first, through a comment, DM, story reply or live comment, and cannot send broadcasts or anything after the 24-hour window.
Whether a DM sent in reply to someone who commented "price" counts as consented marketing is a judgement for you and your adviser. If the DM promotes a product, include your business name, say it is promotional and tell the person how to opt out. Slide's opt-out keyword list is a WhatsApp setting, so plan how your team handles a "stop" received on Instagram. Setup is on Instagram automation.
Email in Qatar
Email is where Article 22 maps most directly onto Slide features. Campaigns add a one-click unsubscribe and suppress hard bounces and complaints, and sequences carry an unsubscribe line by default and skip unsubscribed, suppressed and bounced addresses. Send from your own authenticated domain with a sender name customers recognise, and say in the subject or the opening line that the email is promotional.
The automation "send email" step is different: it adds no unsubscribe link or header and does not check the unsubscribe or suppression lists. Use it for receipts and booking confirmations, and send anything promotional to Qatar addresses as a campaign or a sequence. Slide forms have no double opt-in, so word a signup popup or landing page so the consent is explicit, and store its source on the contact. See email automation for setup.
What is specific to Qatar
Qatar has had its own price line since 1 July 2026
Qatar left Meta's Rest of Middle East group on 1 July 2026 and is now priced on a standalone line. There is no QAR rate card, and Slide bills a workspace created with a non-Indian number in US dollars.

Article 1 of the Permanent Constitution names Arabic as the official language.
- Email campaigns support segments, A/B tests, open and click tracking, one-click unsubscribe and bounce suppression
A/B tests on subject, content, sender name or preview text; one-click unsubscribe; hard bounces and complaints are suppressed. Soft bounces are not suppressed and there is no list cleaning.
How the cost is made up
There is no riyal option in Slide or in Meta's rate cards. A workspace created with a Qatari number is billed in US dollars for the plan; the pricing page has the plans, paid plans start with a 14-day trial, and the payment method should be confirmed with the Slide team first.
Each WhatsApp message to a +974 number is charged by Meta at the Qatar line's rate for its category and drawn from the Slide wallet. The line is new since 1 July 2026, so recheck any estimate made before then, and since 1 October 2026 service replies are charged once a number passes 1,000 in a month. Email uses the plan's email credits, and a sequence pauses rather than fails when they run out.
When this fits, and what it does not do
A good fit when
- Promotions sent only to contacts whose consent you have recorded on the contact.
- Email campaigns and sequences that need an unsubscribe in every message.
- Customers who write in Arabic or English on WhatsApp and Instagram.
Needs a person when
- Deciding whether a given message is direct marketing under Article 22.
- Opt-out requests that arrive in free text or on Instagram.
- Complaints and anything that needs judgement.
Not established by this page
- Whether a reply keyword alone satisfies Article 22's unsubscribe-address requirement.
- Whether WhatsApp business calls connect to Qatari consumers.
- Where customer data is hosted. Ask the Slide team before you sign.
Direct answers
Does Article 22 cover WhatsApp and Instagram, or only email and SMS?
Article 22 covers electronic direct marketing without listing every app, and the NCSA's guideline for regulated entities names email, text messaging and social media. Treat promotional WhatsApp templates and promotional Instagram DMs to people in Qatar as within it: prior consent, the sender shown, the message marked as marketing, and a way to unsubscribe. Whether a particular service reply counts as marketing depends on its content; if it promotes something, apply the same rules.
Source:NCSA: Electronic communications for direct marketing guideline (opens in a new tab)How do we add an unsubscribe to WhatsApp marketing templates?
Write it into the template, which Meta then approves: name your business, make clear the message is promotional, and add a line such as "Reply STOP to unsubscribe". Then add STOP and the Arabic words your customers would use to Slide's WhatsApp opt-out keywords, because the list starts empty. A contact who sends a keyword is blocked and skipped on every channel, and campaigns skip blocked and unsubscribed contacts. Check with your adviser whether a reply keyword is a valid unsubscribe address or whether to add an email address too.
Source:WhatsApp Business setup guideCampaigns guideNCSA: Electronic communications for direct marketing guideline (opens in a new tab)Can Slide's email automations send marketing to Qatar addresses?
Use campaigns or sequences for that. Campaigns add a one-click unsubscribe and suppress hard bounces and complaints; sequences carry an unsubscribe line by default and skip unsubscribed, suppressed and bounced addresses. The automation "send email" step does neither, so a promotional email sent from an automation would reach Qatar addresses without the unsubscribe Article 22 asks for. Keep that step for receipts, confirmations and other transactional mail.

Messages to +974 numbers have been priced on Meta's standalone Qatar line since 1 July 2026; before that Qatar shared the Rest of Middle East line, so estimates made earlier may be out of date. Meta charges by category (marketing, utility, authentication) and, since 1 October 2026, for service replies after the first 1,000 each month per number. Slide draws the charges from the wallet, which shows the exact per-message price for your account.

The plan is in US dollars: Slide bills only in rupees, for workspaces created with an Indian number, or in dollars for everyone else. Meta has no Qatari riyal rate card either, so no part of the cost is priced in riyals. Ask the Slide team to confirm the payment method before you subscribe.

QFC entities have their own data protection regime, the QFC Data Protection Regulations 2021, separate from Law No. 13 of 2016, which the National Cyber Security Agency administers for everyone else. Check the QFC rules on marketing consent with your adviser. Slide's mechanics, such as opt-out keywords, unsubscribe and suppression in email campaigns and sequences, and contact fields for recording consent, work the same under either regime.

Slide fits a Qatar business that wants consented promotions and service conversations on WhatsApp, Instagram and email from one contact record, with the unsubscribe mechanics built into email campaigns and sequences and opt-out keywords on WhatsApp once you add them. It is a weaker fit if you need the platform to hold consent evidence for you, Arabic in the dashboard, riyal billing, or marketing email sent from automation steps.
